Introduction

The 7th Winter School on Quantum Information Science will be held from Feb. 28 - Mar. 2, 2013 on the campus of National Cheng Kung University. The goals of the Winter School are to bring the young researchers up-to-speed and fundamental physics about the new developments and related topics in the field of quantum information science and technology (QIST), and to promote and strengthen the interactions and exchange of knowledge among local and international researchers. We have invited four international experts in this rapidly growing field of quantum computing and quantum information to be the school lecturers. The school lectures will be focused on the fields of non-Markovian quantum dynamics, quantum measurements and control, and quantum biology. We hope that the school will serve the purpose to interest and attract students and young scientists to work in this critical and exciting field, one of the visions we intend to achieve.
